Potential issue: Infrared communication window not showing up

This may be the key to get it to show. Once the infrared devices can see each other, it will show up in the system tray and "Send files to another computer" icon will be generated on the desktop.
What is supposed to happen:
The infrared device detects the other one and an infrared icon on the system tray appears along with a message ("Another computer wants to connect"). Click the notification. An icon is then generated on the desktop that can be clicked to open a file transfer window.
